There is and there are
There is and there are are used to say that something exists/doesn’t exist or is/isn’t present:
There’s a problem. A problem exists.
There are 3 students in the classroom.
Is there a park in this town? Is a park present in this town?
Are there any computers in the lab?
There isn’t any chairs in the dining room. No chairs exist in the dining room.
There aren’t many cookies left.
